Incident at 50 Mi South of LaRonge, SK (Conflict - loss of separation, ATS operating irregularity)


1999-08-24: WEW780 a Hawker Siddeley 748 received a clearance from North specialty controller LaRonge Sector to proceed LaRonge direct Saskatoon at 15,000 feet after Apreg approval from the Saskatchwan Waskasleu Sector. The aircraft departed LaRonge at 21:14Z climbing to 15,000 feet. In the interim clearance was issued to ASK 800 to procced from Prince Albert to LaRonge at 16,000 feet. ASK 800 departed at 2114Z and was identified and established east of course on a vector. As requested, ASK 800 was re-cleared to 14,000 feet direct LaRonge. After an ATC shift change, it became apparent to the relieving controller on seeing the targets on radar passing each other 10 to 12 miles apart laterally with less than 1,000 feet, that an operating irregularity had occurred. WEW 780 was not radar identified at time of passing and procedural separation was inadequate. OPI - System Safety UPDATE NavCanada reported that an operating irregularity occurred when no restrictions were issued to either crews when they both departed at the same time. It is estimated that the a/c passed with 10-12 miles lateral spacing with less than the required 1,000 feet vertical spacing. A Fact-Finding Board will be convened.
