Incident at 150 NW Winnipeg

Summary

1999-08-16: Aircraft had been cleared from Flin Flon to Beaudette via direct to maintain 5 thousand. The cleared track coincides with that of airway A13. The Winnipeg West sector first observed N1406S appear on radar approx. 150 miles northwest of Winnipeg level at 9 thousand. The pilot eventually contact the West sector 85 miles northwest at 1840Z. When queried about the altitude, the pilot admitted that he had been cleared at 5 thousand. He had attempted to contact Winnipeg ACC on 133.5 and 134.4 without success so he climbed to 9 thousand without a clearance. OPI: Enforcement
