Incident at NORTH BATTLEFORD (CAMERON McINTOSH) SK (CYQW) (Aerodrome - other)
1999-07-14: While on the downwind leg for Runway 12/30 in North Battleford (YQW), the pilot of C-GDVD, a Beech Baron, observed a tractor working approximately 50 feet from the runway edge. The aircraft was advised by FSS that there were no known vehicles on the field. The aircraft landed without incident at 0035Z. The YQW APM was not available at the time (out of town for the weekend) and had not designated anyone on call. FSS was advised by the Weather Office that a vehicle with flashing lights was cutting hay east of the runway surface. OPI - Aerodrome Safety UPDATE Aerodrome Safety reported that the manager of the North Battleford Airport indicates that there was an agreement with Transport Canada that the contractor with the haying agreement had permission to cut to within 75 feet of the runway. NavCanada does not recognize this agreement and requires a 200 foot distance from the runway to be maintained. The operator of the haying equipment was unaware of the change and was within the 200 foot limit. The haying contractor has since been counselled by the airport manager and and it unlikely this situation will re-occur.
