Accident at Bow Island, AB (Loss of control - on ground, Collision on ground)

Summary

1999-07-06: THE PILOT OF THE AIR TRACTOR, C-GAXT, TAXIED TO THE FUEL PUMPS AT BOW ISLAND FOR FUEL, THEN STOPPED, LEAVING THE ENGINE AT AN "IDLE POWER SETTING", BEFORE LEAVING THE COCKPIT TO MAKE A TELEPHONE CALL. A RAMP ATTENDANT, WHO WAS NOT A PILOT OR ENGINEER, WAS RE-FUELLING THE AIRCRAFT WHEN A SUDDEN GUST OF WIND STARTED THE AIRCRAFT MOVING. THE RAMP ATTENDANT JUMPED INTO THE AIRCRAFT AND ATTEMPTED TO STOP IT, BUT IN THE PROCESS THE THROTTLE WAS INADVERTENTLY OPENED AND THE AIRCRAFT STARTED TO MOVE FASTER. THE RAMP ATTENDANT JUMPED CLEAR OF THE AIRCRAFT. THE PILOT HEARD THE POWER INCREASE AND RAN OUT, ATTEMPTED TO GET ON-BOARD TO STOP THE AIRCRAFT, BUT WAS UNSUCCESSFUL. THE AIRCRAFT THEN HEADED TOWARDS A HANGAR, AND WHEN A SHORT DISTANCE AWAY THE HANGAR DOORS STARTED TO OPEN. THE AIRCRAFT WAS NOT EXACTLY ALIGNED WITH THE DOOR OPENING AND ABOUT SIX FEET OF THE LEFT WING STRUCK THE HANGAR DOOR AND PUT THE AIRCRAFT IN A LEFT TURN WHERE ITS RIGHT WING STRUCK AND SUBSTANTIALLY DAMAGED C-GRRR, A GRUMMAN AA5-B, THEN THE PROPELLER STRUCK AND HEAVILY DAMAGED A PARKED AUTOMOBILE. THE AIRCRAFT THEN CAME TO A STOP. OPI - Enforcement
