Incident at 65 NM NW of Winnipeg, MB

Summary

1999-07-06: C-GNOV, a PA-31 Navajo, WAS ON AN IFR flight plan from Winnipeg (YWG) to Lynn Lake at 10,000 feet. APPROXIMATELY 65 NM NORTHWEST OF YWG, ATC OBSERVED C-GNOV START TO CLIMB. RDA INFORMATION INDICATES THAT THE A/C LEFT 10,000 feet AT 1912Z, CLIMBED TO 12,200 feet, THEN STARTED DESCENT AND WAS LEVEL AT 10,000 feet. AT 1918Z, IN A SUBSEQUENT CONVERSATION WITH THE PILOT, HE ADVISED THAT HE HAD CLIMBED TO AVIOD WEATHER. THERE WAS NO CONFLICTING TRAFFIC IN THE VICINITY DURING THE OCCURENCE. OPI - Enforcement
