Incident at Whitehorse, YT

Summary

2000-04-13: C-GGOL, a Cessna 207, departed from Runway 13R at Whitehorse and Tower staff observed fuel venting from the a/c. The pilot was advised and returned to land uneventfully with ERS on standby. OPI - Maintenance and Manufacturing UPDATE M. & M. reported that the aircraft was refueled prior to departure. When the pilot did his pre-flight walk around, he checked the fuel and fuel caps but failed to completely re-seat the R/H fuel cap. When the aircraft departed, fuel subsequently siphoned out of the tank.
