Incident at Vicinity of 72N / 60W (over Baffin Bay, NT) (Conflict - loss of separation, ATS operating irregularity)


1999-06-28: VIR 023, an A340, was enroute from Heathrow to Los Angeles at FL 330 and reported at 72N/60W at 1852Z. ACA 855, also an A340, was enroute from Heathrow to Vancouver at FL 320 and reported 72N/60W six minutes later. Prior to being handed off to Edmonton ACC by Reykjavik ACC, both a/c were operating under Reduced Vertical Separation Minimums (RVSM), which permits 1,000 feet of vertical separation between two a/c. Edmonton ACC does not have these procedures in this airspace, which requires 2,000 feet vertical separation and 10 minutes spacing. There was a loss of separation when the two a/c entered Canadian airspace, and the two flights had not been re-cleared to allow for the 2,000 foot separation prior to 72N/60W.
