Incident at 80 NM NW of Winnipeg, MB (Conflict - loss of separation, ATS operating irregularity)

Summary

1999-06-30: Gonzo 5, a military DHC-8 navigation trainer, was conducting a training flight northwest of the Langruth VOR at FL 240. CDN 623, a B737, departed Winnipeg for Vancouver and the crew was cleared to FL 280, requesting FL 310. A loss of separation appears to have occurred between the two a/c about 80 miles northwest of Winnipeg when CDN 623, in trail of Gonzo 5, climbed through FL 230 with less than the required 5 miles separation. OPI - ANS and Airspace UPDATE ANS reported that NavCanada will conduct a Fact-Finding Board on the occurrence.
