Incident at Prince Albert, SK

Summary

1999-06-23: The pilot of CF-XLB, a Cessna 150, originally reported inbound to Prince Albert (YPA) FSS 12 miles south of YPA at 3000 feet. The pilot was provided with airport advisory information and indicated he would be joining on a left base for Runway 26. Other aircraft arriving at the time were unable to locate the position of CF-XLB and suggested that the aircraft fly overhead and join a right hand circuit (standard procedure at YPA). PA FSS passed this information to the pilot of CF-XLB and he agreed to follow the standard procedure. At 2033Z, the crew of WEW 736, a HS 748, advised ready to taxi for departure. Airport advisory was provided including all traffic in the area. An IFR clearance was obtained and delivered to WEW 736. At 2034Z, CF-XLB reported over the field at 1000 feet. At 2035Z, WEW 736 stated he had the C150 traffic and would backtrack for immediate departure. At 2035Z, CF-XLB reported right base for Runway 26. PA FSS indicated the HS 748 was backtracking and that CF-XLB might want to extend his downwind leg. CF-XLB's reply was somewhat garbled, but "in sight" was clearly heard. At 2036Z, CF-XLB reported on final. Fourteen seconds later WEW 736 advised "on the roll Runway 36, right turn out". Three seconds later CF-XLB broadcasted "You've got a 150 landing over you". WEW 736 replied "Is he overshooting or what is he doing". PA FSS stated "No he's right on top of you, you'd better hold your position". WEW 736 replied that he was returning to the button and stated "Hey, he said he had us in sight, I thought he was extending". CF-XLB reported down and clear at 2038Z. WEW 736 departed at 2041Z.
