Incident at Vicinity of La Ronge, SK


1999-06-22: An IFR clearance for the crew of ABS 275, a Beech 1900 from La Ronge to Saskatoon, was issued by Winnipeg ACC and delivered to the pilot by La Ronge FSS. The clearance specified: "ATC clears ABS 275 to the Saskatoon Airport via La Ronge direct, maintain 16 thousand, make climb from 4 thousand to 13 thousand established on the La Ronge 220 degree radial." The clearance was readback correctly by the FSS specialist. (Note: the pilot had originally flight planned for an altitude of FL210.) ABS 275 departed La Ronge at 2041Z and contacted Winnipeg ACC, climbing on the 220 radial. The pilot was instructed to report leaving 13 thousand. At 2048Z the pilot reported leaving 13 thousand and was advised by the controller to expect higher. The controller also informed the pilot that the traffic was three a/c, one at 12 thousand, one at 17 thousand and one at FL 200. At 2052Z, ABS275 reported level at FL 200. The controller informed the pilot of ABS 275 that he had been cleared to 16 thousand. The pilot apologized and offered to descend but the controller was able to re-clear the flight at a new altitude. ABS 275 conflicted with two of the three aircraft that were traffic: N555TT at FL200 and C-GFIT at 17 thousand. OPI - Enforcement
