Incident at WHITEHORSE/ ERIK NIELSEN INTL (CYXY) (Incursion - runway - pedestrian)

Summary

1999-06-17: Whitehorse Tower staff observed two bicyclists ride from the west apron across Runway 19 and onto Taxiway Echo to the Forestry Bomber Base. Fire Hall personnel were dispatched to intercept and educate the individuals. There was no effect on airport operations. OPI - Aerodrome Safety UPDATE Aerodrome Safety reported that the site Manager of Safety and Security explains in his report that the individuals were aircraft mechanics who viewed the Whitehorse Airport incorrectly as a remote strip. They should have known the proper procedures and the Manager of Security has contacted Yukon Forestry (one of the airport tenants), who have contracted the Conair water bomber group and had discussions with him concerning the matter. He has also initiated an 'airside safety awareness letter'. Both actions are very good steps in the direction of ensuring airport user awareness of airside safety concerns. RECOMMENDATIONS: The site response is appropriate and they should continue to stress the preventive aspect by increasing airport safety awareness. This type of situation should be monitored by the airport operator and further steps should be taken if required.
