Incident at Iqaluit, NT (Conflict - potential, ATS operating irregularity)

Summary

1999-06-11: FAB 827, a Beech 99, was on approach to Runway 18 at Iqaluit after a VFR flight from Cape Dorset. At the same time, BFF 200, a Beech King Air, departed from Runway 36 in the opposite direction and although traffic was reportedly passed to the crew of FAB 827, there was a potential conflict which resulted in a formal complaint being made by the Captain of FAB 827. There appears to have been a miscommunication among Montreal ACC, Iqaluit FSS and the two crews. An initial investigation is being done by NavCanada. OPI - ANS and Airspace
