Incident at 5 NM W of Winnipeg, MB (Conflict - loss of separation, ATS operating irregularity)


1999-06-08: C-GRNE, a Piper Navajo, was inbound to Winnipeg on an IFR flight from Thompson. The pilot was receiving vectors for Runway 36 and the Arrival Controller cleared him to descend to 3,000 feet. At the same time, the pilot of C-GKGY, a Mooney 20, had been cleared for takeoff from Runway 36 on an IFR flight to Brandon and the Departure Controller cleared him to a heading of 270 degrees and 6,000 feet. An operating irregularity may have occurred between the two a/c 5 miles west of the airport when separation was reduced to 1/2 mile. The pilot of the Mooney had the other a/c visually and no evasive action was required. Weather was VFR at the time. NavCanada relieved both Controllers pending a preliminary investigation. TSB has been informed as well. OPI - ANS and Airspace
