Incident at Winnipeg, MB

1999-05-31: C-GQQC, a Beech Travelair with 3 people on board, was on a local VFR training flight southwest of Winnipeg (YWG) when the pilot reported having shut down the left engine. The pilot requested priority and returned to land safely at YWG at 1945Z with ERS on standby. OPI - Maintenance and Manufacturing UPDATE TSB reported that the instructor was demonstrating full-feathering procedures on the left engine and after shutdown and feathering, could not unfeather or re-start the engine. Maintenance discovered that the unfeathering accumulator had low pressure. The accumulator was re-charged and tested.
