Incident at 8 NM NE of Calgary, AB (Conflict - IFR & VFR, ATS operating irregularity)

Summary

1999-05-18: The crew of C-FBIJ, a BAe 31 Jetstream, was conducting a local VFR test flight northeast of Calgary International Airport. At the same time, C-GCDJ, a Cessna 210, departed Calgary on an IFR flight to Moose Jaw Municipal Airport. The pilots of both a/c were passed the traffic, but the crew of the Jetstream did not see the Cessna 210 until it was very close and evasive action was required. OPI - ANS and Airspace UPDATE ANS reported that NavCanada will conduct a Fact Finding Board concerning this occurrence.
