Incident at Edmonton, AB (Conflict - IFR & VFR, ATS operating irregularity)

Summary

1999-05-18: C-FTSM, a Cessna 210, was enroute VFR northbound to City Centre Airport in Edmonton and was east of Edmonton Internationa Airport (YEG). The pilot had been given a vector to parallel traffic on final for Runway 02 at YEG. An operating irregularity occurred when ATC cleared the crew of CDR 1397, an F28, to take off from Runway 12, which resulted in a conflict with the Cessna 210. OPI - ANS and Airspace UPDATE ANS reported that NavCanada will conduct a Fact Finding Board concerning this occurrence.
