Incident at Resolute Bay, NT (Communication navigation surveillance/air traffic system)


1999-05-04: INVO 407, an Ilyushin IL-76 military transport, was inbound to Resolute Bay from Sondre Stromfjord and the crew reported final approach. An airport vehicle was on the runway at the time and the driver was requested to vacate but did not have time to exit the runway on a taxiway, so drove off the runway surface onto the infield. The vehicle was about 60 feet off the runway surface as INVO 407 landed. It is not known why the driver of the vehicle was not given more notice of the arrival of the a/c. OPI - Aerodrome Safety UPDATE Aerodrome Safety reported that the Observer/Communicator at Resolute returned from a regular weather observation and received the first call from the Ilyushin crew advising they were 2 minutes from the airport. The O/C advised the grader and snow blower drivers of the arrival, but they noticed the a/c on short final and did not have time to exit the runway via the taxiway. Nunavut Airports has vehicle operations procedures and airport safety programs in effect. They determined that the vehicle drivers took appropriate ction to avoid a collision. Vehicle co-ordination service is provided on a discreet frequency (122.6). An additional radio has been installed in each maintenance vehicle at Resolute Bay which will allow the operators to monitor the MF as well as the vehicle frequency. UPDATE Aerodrome Safety further reported that Nunavut Airports determined that the Observer/Communicator (O/C) did not follow the CARS guidelines to request that vehicles exit the runway 5 minutes before the ETA of the a/c. (An ETA of 1358Z had been passed to the O/C by North Bay FSS at 1110Z. The O/C has since been given a three-day re-certification course and all staff have been briefed as to the necessity of following correct procedures.
