Incident at 215 NM NW of Iqaluit, NT (ATS operating irregularity)

Summary

2000-05-17: BFF 200, a Beech King Air, was enroute from Taloyoak to Iqaluit at FL 290, and because of a miscommunication between Edmonton ACC and Iqaluit FSS, the crew of BFF 200 received a clearance from Iqaluit FSS out of controlled airspace and descended without Montreal ACC's knowledge or approval. There was no conflicting traffic at the time. A preliminary NavCanada investigation has begun. OPI - ANS and Airspace; Enforcement UPDATE ANS reported that NAVCANADA held a Fact Finding Board.
