Incident at NORWAY HOUSE MB (CYNE) (Incursion - runway - vehicle, Conflict - potential)


1999-04-13: TGO 957, a Beech King Air, was taxiing for departure from Norway House and the crew received an airport advisory and departure clearance at 1926Z. At 1927Z, the driver of Loader 220 called Winnipeg FSS to report that he was leaving the runway. Winnipeg FSS attempted several times to contact the driver, without success. The crew of TGO 957 reported having the loader in sight and advised that the loader had been observed entering the runway as they taxied out. The crew then reported that the loader was leaving the runway and they then departed. OPI - Aerodrome Safety UPDATE Aerodrome Safety reported that a grader and loader were cleared to proceed onto the runway to conduct maintenance. The grader operator completed his work, exited the runway and reported clear. The loader operator remained on the runway with a packer hitched to the loader and was packing the area where the maintenance was done. Not requiring the packer any longer, but still having more work to do, the loader driver left the runway to drop off the packer. He neglected to call off, as he was planning to go back to the runway immediately. It is suspected that while he was out of the loader unhooking the packer, FSS attempted to call him to advise of the departing a/c. The loader operator then got back in the vehicle and drove back to the runway, at which time he noticed the a/c taxiing out, exited the runway and called off. The Manager for the Manitoba Government Northern Airports spoke to the Airport Manager concerning this incident and the APM held a safety meeting with his staff. Standard operating procedures were discussed and all equipment operators are to advise FSS every time they enter or exit the runway.
