Incident at YELLOWKNIFE NT (CYZF) (Incursion - runway - vehicle, Conflict - potential)


1999-04-01: The driver of Truck 84 was instructed to hold short of Runway 09/27 at Yellowknife because of departing traffic. The driver acknowledged the hold short instruction, but then proceeded across the hold short line without clearance and before the a/c was clear of the runway. OPI - Aerodrome Safety UPDATE Aerodrome Safety reported that the site Manager of Safety and Security discussed the incident with the driver and it appears that there was a momentary lapse of attention. The driver understands the requirements of airside vehicles and he is a long-term employee with no history of any safety infractions. A planned Apron Safety Training Session began yesterday (March 31) and all maintenance staff attended. The training is emphasizing verbiage used to reduce the chance of confusion and the attention that must be paid to key words and phrases. Aerodrome Safety recommends that this training be held annually and regular AVOP awareness and refresher training be held for all airside users.
