Incident at Winnipeg, MB (Conflict - potential, ATS operating irregularity)


2000-05-17: The pilot of C-GQQC, a Beech Travelair, was cleared to position on Runway 18 at Winnipeg International Airport. Three minutes later, while still in position, the pilot heard Tower clear the crew of CAV 2598, a Saab 340, to land on Runway 18. The pilot questioned the Controller, who then cleared him for takeoff and re-sequenced CAV 2598 behind G-GQQC. OPI - ANS and Airspace; Enforcement UPDATE TSB reported that the pilot of C-GQQC had been required to hold in position on Runway 18 because of possible wake turbulence from a departed CC-130 Hercules. About three minutes passed before the crew of CAV 2598, about 4 miles back, was cleared to land on Runway 18. When questioned, the Tower Controller then cleared C-GQQC for takeoff. UPDATE ANS reported that NAVCANADA held a Fact Finding Board.
