Incident at YELLOWKNIFE NT (CYZF) (Incursion - runway - vehicle)


1999-03-18: Tower staff at Yellowknife Airport observed an RCMP vehicle entering Taxiway A and then driving down Runway 27 to Taxiway J at the end of the runway, without clearance. Tower dispatched Red 1 to catch up to the RCMP vehicle and provide escort. The RCMP later explained that they were responding to a call at a business located at the northwest corner of the airport and were under the impression that someone from their office would call Tower for authorization to drive on the taxiways and runway. It was reported that staff at the RCMP office forgot to do this. An alternate route to the business that is not on the airside is available to the RCMP but it is not known why this route was not used. Airport Management and NavCanada are meeting with the RCMP today to attempt to resolve issues such as these and devise plans to avoid runway incursions. CDN 445, a B737, was delayed from taxiing for departure during the occurrence. OPI - Aerodrome Safety UPDATE Aerodrome Safety reported that the incident was discussed with the site Manager of Security. The incident occurred when the phone call requesting permission to proceed was put on hold. A meeting between the operator and the RCMP has taken place and corrective measures are being drafted which will prevent this type of occurrence from happening again. It is recommended that the site conduct a low-profile emergency procedures exercise to test the new procedures soon, and re-test in about a year and a half.
