Incident at Yellowknife, NT (Conflict - potential)

Summary

1999-03-15: Trainer 1, a Beech King Air, and Trainer 3, a DHC-6 Twin Otter, were both conducting simulated IFR approaches at Yellowknife Airport. The crew of Trainer 1 was cleared for the option on Runway 09 while the crew of Trainer 3 was cleared for the ILS to Runway 33 with instructions to break off the approach before the threshold. Trainer 3 did not break off as instructed and the controller was unable to contact the crew. Instructions to the crew to "Turn left now" as they approached the threshold of Runway 33 went unheeded.
