Incident at Winnipeg, MB (ATS operating irregularity)

Summary

2000-05-17: The pilot of MNS 569, a Piper Navajo, was issued takeoff clearance from the threshold of Runway 18 when MAL 8059, a Cessna Caravan was already in position for takeoff on Runway 18 at the intersection of Runways 18 and 25. The pilot of MAL 8059 heard the takeoff clearance issued to the other pilot and advised Tower of her position on the runway. The takeoff clearance was then cancelled by the Tower Controller after the Navajo had rolled only a short distance. Weather was VFR at the time of the occurrence. NavCanada has completed a preliminary investigation and is considering conducting a Fact Finding Board. OPI - ANS and Airspace UPDATE ANS reported that NAVCANADA held a Fact Finding Board.
