Summary

1999-03-08: C-FQLC, a Piper Navajo, was on approach to Runway 30 at Island Lake when the pilot carried out a 360 degree turn because of another a/c on the runway, reported as being MNS 204, a Beech 1900. Initial indication from the FSS audio tapes is that the crew of MNS 204 may not have made a radio call prior to entering the runway. Weather was VFR at the time of the incident. OPI - Enforcement
