Incident at Calgary, AB (ATS operating irregularity)

Summary

1999-03-15: The crew of QXE 3001, an F28, was cleared to taxi to the hold short line of Runway 16 and was then observed taxiing past the line with another a/c on short final. The crew of CDR 1163, a DHC-8, was instructed to overshoot when it appeared that QXE 3001 was not going to stop. When challenged by the Controller, the crew of QXE 3001 stopped, but inside 200 feet. OPI - ANS and Airspace UPDATE TSB reported a different type of incident than was first reported by NavCanada. The crew of QXE 3001 was cleared to taxi via Taxiways Golf and Juliet and hold short of Runway 10. When just past the hold line of Runway 16, the crew was told to stop and the crew of CDR 1163 was told to overshoot. A review of the tape indicated that the controller had instructed the crew of QXE 3001 to hold short of Runway 10 rather than Runway 16. The weather at the time of the occurrence was fog, with a 600 feet broken ceiling. UPDATE ANS and Airspace reported that NavCanada will be conducting a Fact Finding Board concerning this occurrence.
