Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG)

Summary

1999-02-23: The crew of ROY 7552, a B737, taxied across the threshold of Runway 31 with CMM 546, an A320, on final for Runway 13. Preliminary information is that the crew of ROY 7552 had a hold short of Runway 31 instruction. CMM 546 continued the approach and landed without incident. OPI - Enforcement UPDATE TSB reported that the First Officer acknowledged the hold short restriction and he then continued with the checklist. The Captain heard the clearance but not the restriction. The First Officer did not notice the a/c crossing the hold short line until queried by ATC, which then gave ROY 7552 clearance to continue to taxi to Runway 36. After the occurrence, the operator counselled the Captain on effective CRM procedures and the First Officer was scheduled for additional line indoctrination. The operator is going to use the incident as a teaching example in its recurrent CRM training program.
