Incident at Springbank, AB (Conflict - potential)

Summary

1999-02-19: C-GSMF, a Diamond DA20-A1, departed Springbank Airport for a local VFR training flight. The pilot was on Springbank Tower frequency and the flight was co-ordinated with the VFR Terminal Controller (VTA). At the same time, CNK 202, a Fairchild Merlin III, was westbound from Calgary International Airport at 5,500 feet heading for the CYA 206(T) practice area. Springbank Tower was not advised of the presence of CNK 202 by VTA and the two a/c merged on the NavCanada radar display system (NARDS). The crew of CNK 202 contacted the Springbank Tower Controller as the radar targets merged. OPI - ANS and Airspace UPDATE ANS and Airspace reported that NavCanada will be conducting a Fact Finding Board concerning this occurrence.
