Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG)

Summary

1999-02-03: The pilot of PAG 83, a Beech Baron, was cleared to land on Runway 31 at Winnipeg while CDR 1346, an F28, was on final approach for Runway 18. ATC was operating under the Simultaneous Intersecting Runway Operations (SIRO) procedures at the time, with Runways 18 and 31 active. PAG 83 came to a stop within the restraining area for Runway 18, and the Controller then instructed the pilot to continue down Runway 31 and turn right onto Runway 07. The pilot of PAG 83 subsequently taxied down Runway 31 and turned northbound onto Runway 36 with CDR 1346 on short final for Runway 18. Tower instructed the crew of CDR 1346 to pull up and go around, which they did, and they landed on Runway 18 after a VFR circuit. OPI - Enforcement
