Incident at REGINA INTL SK (CYQR) (Incursion - runway - vehicle, Conflict - potential)
1999-02-05: Security 205, a Transport Canada vehicle, was on a field tour of the Regina Airport. The driver had been given a clearance to proceed onto Taxiway Alpha but to hold short at the ""hold"" lines in order to remain clear of the approach to Runway 26. The vehicle operator acknowledged the clearance but intruded into the approach area to Runway 26 when he failed to hold short. A Saskatchewan Government Air Services Piper Cheyenne was on short final at the time and flew about 200-300 feet over top of the vehicle and landed safely on Runway 26. The investigation continues. OPI - Aerodrome Safety UPDATE Aerodrome Safety reported that the driver was requested to report to the Tower, where he met with the Unit Supervisor for NavCanada. The driver reported that he misunderstood the clearance, and thought he was cleared to the threshold of Runway 31 and was to hold short of Runway 26 when he proceeded down Runway 31. The Unit Supervisor reviewed ATC instructions, the purpose of hold line markings, and Ground Control procedures with the driver. The Regina Airport Airside Operations Officer also reviewed AVOP procedures with the driver.
