Incident at Vicinity Langruth VOR (MB) (TCAS alert, Conflict - loss of separation)

Summary

1999-02-01: CDN 987, a B767, was enroute from Toronto to Vancouver at FL 390, and ACA 118, also a B767, was enroute from Calgary to Toronto. As both a/c converged near the Langruth VOR, the crew of ACA 118 was cleared from FL 370 to FL 410. A short time later, the crew of CDN 987 received a TCAS alert and began a climbing left turn in response. The controller at Winnipeg ACC was removed from duty pending a preliminary investigation.
