Incident at Peace River, AB

Summary

1999-01-13: NTM 400, a Piper Navajo, and C-GSCX, a Cessna Citation, were inbound IFR to Peace River. The crew of C-GSCX was cleared for the approach, while the pilot of NTM 400 was instructed to hold on the 036 degree radial at 6,000 feet. After C-GSCX landed, the pilot of NTM 400 was asked his position and he reported intercepting the lead radial at 3,600 feet. ATC review confirmed that the pilot descended without clearance.
