Incident at ÎLES-DE-LA-MADELEINE QC (CYGR)

Summary

1999-12-31: AMO130 SW4 was inbound to Grindstone and cleared to 7000 feet by Moncton ATC. A departure clearance was issued by Moncton ATC through Grindstone FSS to ASJ911 outbound to Bonaventure to maintain 6000 feet. Grindstone FSS read back the clearance correctly. ASJ911 departed at 1513z and called Moncton at 1515z stating they were out of 2.8 for 8000 feet. Moncton ATC advised the pilot that the cleared altitude was 6000 feet. Moncton asked the pilot what altitude they were cleared to and the pilot advised that they were not given any and that he was to check with Moncton on departure to get the altitude . The pilot further stated that he had flight planned for 8000 feet. Grindstone will review the recorded communications to determine what was passed to pilot. NIL TSB Update: A number of communications were exchanged between the pilot and the FSS. It appears that the actual altitude was not confirmed. NAV CANADA to conduct a review.
