Incident at Fredricton NB (ATS operating irregularity)

Summary

1999-12-15: CFZIC PA31 was given unrestricted IFR clearance off Fredericton climb on course to 14,000 feet. Prior to departure, CFZIC was subsequently given another departure to climb runway heading to 7000 feet before procededing on course. The data controller who issued these clearances then reported to the Shift Manager that he had a technical loss of separation. Traffic was a second enroute aircraft at 6000 feet. The preliminary investigation determined that no actual loss of separation occurred between the aircraft. Both the radar and data controllers were returned to control duties. Nil TSB
