Incident at Halifax Intl

Summary

1999-12-07: MERLIN416 Seaking Helicopter was being vectored for Runway 06 and MERLIN 412 was on the approach for Runway 15 spacing was adequate so that on the overshoot, radar separation would be maintained. At aprx. 3 miles final, MERLIN416 had trouble maintaining the Localizer and requested a right hand 360 degree turn to re-intercept. The aircraft had drifted to the right which caused the projected flight path to intersect with MERLIN412 who was on the overshoot for runway 15. The controller denied the request for the right hand turn and issued vectors to regain the required separation. The pilot's deviation from the localizer for Runway 06 caused the spacing to diminish to 2.5 miles where 3 miles was required. Nil TSB
