Summary

1999-10-15: EXA CL60 IFR Toronto to Fredericton was cleared for an approach for an ILS 15 circling for runway 33 approach. Called 20 miles out for a wind update and next call from EXA63 was when he was over the airport and advised circling runway 33. Pilot was advised that report would be filed due to contradicting CAR's 602.104 ( 2) ( b) ( ii ). Nil TSB
