Incident at St. John's NF (ATM - ILS irregularity)

Summary

1999-09-24: Reference St. John's NOTAMS 990345 and 990333 ILS daily Shutdown runway 11/29. St. John's weather 1200z: wind 100 degrees at 25 knots gusting 35 knots. visibilty 3/4 of a mile in light rain and mist with an overcast ceiling at 300 feet. At 1145z the Low Level ATC supervisor initiated a request through the Technical Duty Manager to have the ILS serviceable for the three inbound aircraft. However, at 1215z the Technical Duty Manager requested through the Low Level Supervisor release of the ILS for Runway 11 for the daily shutdown. This request was emphatically denied by ATC and this information was relayed to the Technicians at St. John's. Gander advised the Technicians that the ILS equipment was needed until the Weather situation changed. Shortly afterwards, discussions took place between the Airport Operator and Gander ATC reference to problems with construction delays. At 1250z St. John's Tower advised Gander ATC that construction equipment was in place near the ILS for Runway 11 prompting the Technicians to Shutdown the ILS due to unreliability. Two aircraft did approaches to Runway 16 and missed. The ILS was returned to service at 1315z. Nil TSB
