Incident at East of Sydney NS

Summary

1999-09-07: FOBYN PA31 enroute St. Pierre (LFVP) to Sydney at 6000 feet requested lower altitude at 1941z. Aircraft was cleared to 3000 feet and readback was given. At 1951z FOBYN requested a Visual approach at Sydney. The current altitude of the aircraft was queried by the controller and the pilot stated 2000 feet. The controller informed the pilot that he had been cleared to 3000 feet. The pilot stated that he understood the altitude he was cleared to was 2000 feet. No other aircraft involved. Aircraft given clearance for the approach at 1952z. Nil TSB
