Incident at Sain John NB

Summary

1999-08-30: At 1434z the Moncton Low Level Controller issued a clearance to ARN862 to fly his current radial to the Saint John VOR, intercept the 10 DME arc and arc clockwise. Pilot read back the Clearance. At 1455z the pilot questioned the clearance which the controller repeated. Pilot requested Radar vectors saying they could not understand the instructions. Controller denied vectors and advised the pilot in order to arc clockwise he would have to turn left at 10 DME and circle around the Saint John VOR. Pilot advised he was now turning left to stay on the 10 DME clockwise. Controller advised the pilot he had just made a right turn and to level off at 4500 feet and turn left. Active runway was 23 with a departure cleared off on a SID 2 climbing to 5000. The departure was immediately recleared to 3000 feet. Nil TSB
