Incident at Halifax

1999-08-27: ARN821 DHC8 IFR enroute Sydney to Halifax, 2 nautical miles final to runway 24, pilot opted to overshoot because he felt he was to close to a VFR PA28 over the threshold. ARN821 returned to the terminal control area and conducted a visual approach on runway 15. Pilot indicated he had 2 targets on TCAS at 4 or 5 nautical miles final and there had been an Air Canada flight on approach to runway 24 ahead of the PA28 and also another aircraft had departed which had no relevance to the inbound ARN.
