Incident at Halifax

Summary

1999-03-25: ICN2231 ATR42 departing Halifax for Moncton was expected to pass pass south of ICN2276 ATR42 enroute from Saint John to Halifax. As aircraft approached it was recognized that this would not work and the track caused them to pass closer than anticipated. ICN2276 received a TCAS altitude alert and the aircrafts passed within 100 vertical and 2.1 miles in lateral in an area where 3 miles /1000 feet was required.
