Incident at Vancouver (Conflict - loss of separation, ATS operating irregularity)

Summary

1998-06-10: ABL 621 was issued heading 140, maintain 2000 by VR tower. On initial contact with departure, controller cleared aircraft to maintain 11 thousand, runway heading. The following aircraft, GLR798, was recleared to maintain 2000, turn left heading 050. The two aircraft had less than required separation at this point (approx. 2.5 nm and 800'). UPDATE: Correction - change from ABL610 to ABL621.
