Incident at TORONTO / LESTER B. PEARSON INTL ON (CYYZ) (Conflict - potential, Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

1997-09-03: TWA314 entered the terminal area from the west over the CYWT VOR and was vectored and cleared for the ILS06L approach. At 12nm final appearing to intercept the the 06L localizer, TWA314 was told to contact the tower 118.7 at the "tango" outer marker and was told that there was traffic two oclock , four miles ,SW2 landind on the south parallel. The north arrival controller observed TWA314 go eastbound through the 06L localizer and attempted to contact TWA314 to correct him to the left. When it appeared that TWA314 had gone to the tower frequency earlier than instructed, the arrival controller instructed the tower controller to turn TWA314 to the left,, then broadcast on the tower frequency "override" for TWA314 to turn to the left. TWA314 corrected to the left and re-intercepted the localizer for 06L and carried out the approach. At the same time ,the south controller who had cleared AMO411 for the visual approach 06R, and had pointed out TWA314 on the north runway, vectored AMO411 off the 06r localizer until TWA314 corrected back to 06L, then had AMO411 continue the visual approach to 06R. The north arrival controller was removed from duty, and after initial investigation was returned to duty. There was no operational impact. An infraction is to be filed.
