Incident at Sault Ste. Marie, Ontario - 5 nm east (ATS operating irregularity)

Summary

1997-05-01: CDR1885 (Canadian Regional AT42). While CDR1885 was on a straight-in back course approach to runway 29, C-FOPJ was cleared to depart runway29, turn left to a heading of 160 degrees and maintain 9000'. When C-FOPJ was radar identified after departure, it was instructed to "proceed on course when leaving 3500'" (CDR1885 being out of 25000' on descent). C-FOPJ read back "proceed on course to 3500'". The controller failed to detect the read-back error and a loss of separation occurred when C-FOPJ turned eastbound on course. At that time, the aircraft were on reciprical courses at 5 nm and 100' vertical spacing. When the aircraft actually passed, there was one mile lateral and 1600' vertical spacing. Ops. Impact -- unknown.
