Incident at TORONTO / LESTER B. PEARSON INTL ON (CYYZ) (ATS operating irregularity)


1997-02-21: CDN87 was IFR inbound to Toronto from the Simcoe fix, on radar vectors for a south downwind for runway 06R. CDN87 was cleared to descend to 6000' by the arrival controller, a trainee monitored by a supervisor controller. ACA806 (DC9-30, C-FTMZ, Air Canada) departed runway 33 IFR enroute to Boston and was cleared to climb to 7000' ASL. IFR separation was lost when the two aircraft passed within 600' vertical and two miles horizontally of each other. The trainee controller cleared CDN87 to descend to 6000' when he meant to clear the aircraft to 8000'. The departure controller observed the two aircraft in conflict and issued evasive instructions. The flight crews did not received a TCAS RA and CDN87 reported having the DC-9 in sight. Ops. Impact -- unknown. From a TSB Initial Notification. NAV CANADA will conduct a FFB.
