Summary

1997-01-20: After departure, the aircraft experienced gear problems and returned to Sudbury for a fly-by inspection. The pilot decided to continue to Toronto with the gear down. The tower had indicated the gear appeared to be down. Ops. Impact -- one aircraft delayed getting a VFR simulated approach at Sudbury.
