Incident at Winnipeg, MB (Conflict - potential, ATS operating irregularity)


1998-01-28: CDN 930 was cleared for takeoff on Runway 36 at 0004Z while C-GQQC, which had taken off at 0002Z, was climbing out from Runway 36 and was still over the departure end of the runway. The Tower controller passed the traffic to the crew of CDN 930, but the crew complained to the Departure controller about the presence of C-GQQC on the departure path. NavCanada has initiated an internal investigation in both the Tower and the ACC. The Tower controller was counselled by the shift supervisor who was on duty at the time of the incident as well as the supervisor on the next day's shift. OPI - ANS and Airspace UPDATE NavCanada will be conducting a fact-finding board to address this issue.
