Incident at YELLOWKNIFE NT (CYZF) (Conflict - potential, Alleged Canadian Aviation Regulations (CARs) infraction)


1997-11-12: The pilot of C-FCHA contacted Yellowknife Ground when he was about 15 miles north, because the 118.5 Tower frequency was u/s on the a/c. The pilot of C-FCHA was cleared to right base and then to land on Runway 27, and the pilot taxied toward Taxiway A after landing. The pilot of C-GEKL was cleared to taxi to position on Runway 27 by the Tower controller, who subsequently saw C-GEKL begin the takeoff roll without authorization, while C-FCHA was still on the runway. The Tower controller instructed the pilot of C-GEKL to stop, but there was no response from the pilot. A second attempt was made, and the controller instructed the pilot of C-GEKL to abort the takeoff. C-GEKL was airborne about 2 feet when the pilot received the instruction, aborted the takeoff and came to a stop about 200-300 feet from C-FCHA. A review of the ATC audiotape indicates that the pilot of C-GEKL did not receive takeoff clearance. Preliminary investigation reveals that the pilot of C-GEKL did not comply with the ATC instructions given to him, and other Transport Canada departments may wish to discuss this incident with the pilot.
