Incident at Vicinity of Broadview, SK

1997-07-17: KFA 583 was enroute from Minneapolis to Saskatoon at FL 200 with 36 people on board when the a/c experienced a complete communication failure. The crew squawked 7600 and began a descent off airways and used their TCAS to watch for traffic. The crew located a cell phone with one of the passengers and used it to call Saskatoon Tower to co-ordinate further clearances from Winnipeg ACC. There were no separation problems for ATC and only one a/c experienced a delay because of the incident - CDR 1310, a Dash 8, had a 2 minute delay. ATC said that they suspect a microphone problem with the a/c, because they kept open the frequency that KFA 583 was on, and they could hear "microphone carrier", but no voice, and after landing at Saskatoon, ATC could hear the crew speaking to each other on their intercom. Maintenance reports that they changed the Captain's radio selector panel and the problem was rectified.
