Incident at 20 S of Norway House, MB

Summary

1997-09-03: CAV 8553 departed Winnipeg with an IFR clearance to 70 DME on the Winnipeg 349 degree radial, then VFR from that point to Big Sand Lake. The a/c was cleared out of controlled airspace 70 miles northwest of Winnipeg and to maintain 14,000 feet. CAV 8553 was expected to remain clear of controlled airspace , however was later observed on radar 20 miles southwest of Norway House in controlled airspace as CAV 8555, another HS 748 descended out of 15,000 feet 20 miles laterally. The pilot of CAV 8553 later spoke to staff at Winnipeg ACC and admitted he had made the mistake and should have altered course or descended to remain clear of controlled airspace, or asked for another clearance.
